Low-Income Rate Assistance

Property Tax, Rent, and Heat Rebate
Operated through the state Department of Revenue, allows tax rebates for home heating payments to residents at least 65 years old, surviving spouses at least 58 years old, or to disabled. The income limit for single households is $11,000, for married couples, $14,700. Qualified applicants can receive a rebate of up to $600 of their property tax and $192 of their heating expenses paid during the year, either directly or as part of their rent payments, by filing the Property Tax/ Rent/Heat Rebate Application Form 104PTC. Homeowners and renters may be eligible for our no cost weatherization and furnace services. We serve homes in El Paso, Elbert, Douglas, Fremont and Teller Counties. If your home has not been previously weatherized and if you meet the income guidelines you may call us at 719-591-0772.

Warm Wheels
The Pikes Peak Mechanical Contractors Association performs heating system inspections for seniors living on a limited income in Colorado Springs. Services include a 37-point heating system inspection and repair or furnace replacement using donated furnaces and parts. Emergency Charitable Assistance

Citizens Option to Provide Energy (COPE)
Project COPE is funded by donations from citizen-owners who work closely with Care & Share Inc. and its network agencies to manage the program and administer funds to families in need.
To be eligible for Project COPE assistance, you:

  • Must be a Colorado Springs Utilities customer; and
  • Must have received a Colorado Springs Utilities disconnect notice; and
  • Must be experiencing an emergency situation; and
  • Must first apply for Low-income Energy Assistance Program (LEAP) assistance.  If LEAP assistance is no longer available, or if you do not qualify for LEAP, you may apply for Project COPE assistance.

Eligible customers may receive one-time Project COPE assistance annually. For a referral to a Project COPE agency near you, call 2-1-1.

Utility Assistance Program
Distributes energy assistance dollars year round through 78 community-based organizations at 93 sites reaching all 64 Colorado counties. The funds provide emergency fuel bill assistance for Colorado's low-income households facing an energy crisis. Click here to find a local agency.
